15년 만에 서울 시내면세점 두 곳 허가…제주에는 한 곳
The government is expected to approve the opening of new duty-free shopping centers in Seoul and Jeju Island next year to cater to growing tourist demand, officials sources said Monday.
The government sources said that if approval is given for the shopping centers in the capital city, it would mark the first such decision in 15 years.
내년 서울(2곳)과 제주(1곳)에 시내면세점 3곳이 허가될 것으로 보인다. 서울지역의 시내면세점 허가는 15년만이다. 정부는 서울에 새로 허가될 시내면세점 1곳의 특허(운용권)는 지방면세점에 주는 방안을 검토중이다. 관광호텔 활성화를 위해서는 리츠(부동산 투자회사)와 보험사의 관련 규제를 완화하는 방안도 논의된다.

The government sources said that if approval is given for the shopping centers in the capital city, it would mark the first such decision in 15 years.
"A meeting to promote trade and investment will be held in January to discuss ways to foster tourism-related services and make changes to shortcomings in policy detected so far," an official said.
29일 관계부처에 따르면 정부는 내년 1월에 제7차 무역투자진흥회의를 열어 관광 등 유망 서비스업 육성에 필요한 후속 보완 대책을 논의해 결정할 예정이다.
정부 고위 관계자는 "구체적인 일정은 확정되지 않았지만 내년 1월 초께 제7차 무역투자진흥회의가 열릴 가능성이 있다"면서 "면세점과 관광호텔 등 관광 분야의 투자 활성화에 필요한 세부 대책을 안건으로 준비하고 있다"고 전했다.
He said policymakers are considering easing restrictions on real estate investment trust (REIT) firms and clarifying rules on insurance companies entering the business in order to revitalize the development and management of tourist hotels in the country.
The government may give the operational rights of one Seoul-based outlet to a regional duty-free shop operator to address the lack of customers using such facilities outside of Seoul and Jeju.
정부는 7차 회의에서 외국인 관광객 증가에 따른 추가 수요, 지역별 공급현황을 고려해 시내면세점 추가 허가를 확정할 예정이다.
정부는 중국인 관광객(遊客·유커)이 많이 몰리는 서울과 제주에 각각 2곳과 1곳의 면세점을 추가로 신설하고 서울에 세워지는 면세점 1곳의 특허를 지방면세점에 주는 방안을 고려하고 있다.
정부 관계자는 "서울 2곳과 제주 1곳에 추가로 면세점을 개설하는 방향으로 가닥을 잡고 있다"면서 "서울 면세점 확대에 따른 지방 면세점업계의 애로 해소를 위해 지방업체에 서울 신규 면세점 1곳 정도의 특허를 주는 것을 검토하고 있다"고 전했다.
서울의 시내면세점 신규 허가는 2000년 이후 처음이다.
중국인을 중심으로 한 외국인 관광객 증가로 서울 시내 면세점에서는 물건값 계산을 위해 30분 이상 기다려야 하고 제주는 유람선(크루즈 선박)이 들어오면 수십 대의 관광버스 때문에 면세점 앞 도로가 마비되고 있다.
현재 국내 면세점은 41곳이다. 시내 16곳, 공항·항만 19곳, 제주 지정면세점 5곳, 외교관 면세점 1곳 등이다. 국내 면세점 매출은 2001년 1조8천억원에서 올해 10월 현재 7조6천억원으로 증가했다.
At present, there are 41 duty-free shopping centers nationwide, with 16 located in Seoul, five on Jeju Island and 19 at international airports and ship terminals as well as one reserved exclusively for diplomats.
정부는 또 리츠 및 보험사에 대한 규제를 완화해 관광호텔을 활성화하는 방안을 찾고 있다.
금융당국은 연간 매출액 300억원 이상인 부동산리츠의 상장 요건과 관련해 총 자산의 30% 미만을 부동산개발사업에 투자하는 '비(非) 개발전문리츠'에 대해 상장에 필요한 연간 매출액 요건을 100억원으로 낮춰줄 예정이다.
호텔, 오피스빌딩 등 기존 부동산을 사들이고 나서 임대 등을 하는 비 개발전문리츠의 진입 요건을 현실화함으로써 투자 다각화, 장기투자, 투자수익 조기 회수 등의 기회를 부여하기 위한 것이다.
Jeju, located off South Korea's southern coast, is a popular resort island and tourist destination.
The total sales from such shops topped 7.6 trillion won in the first 10 months of this year as more foreigners visited the country. In 2001, the sales of duty-free shops stood at 1.8 trillion won. In particular, Chinese tourists have played a large part in pushing up sales.
이와 함께 보험사의 호텔 투자가 가능하도록 보험사의 비업무용 부동산 취득 범위에 관광호텔을 포함하는 방안도 검토한다. 현재 보험사는 공공 장묘, 공공 임대사업 등 공공성이 있는 부동산의 취득이 가능하지만, 관광호텔은 보험업법 시행령 등에 명확한 규정이 없어 투자 허용 여부가 모호하다는 지적이 있다. 기업도시와 관련해서는 기업들이 지역거점 사업을 펼칠 때 토지이용 규제를 풀어주고 기업과 지방자치단체에 재정 유인책(인센티브)을 주는 방안이 검토되고 있는 것으로 알려졌다.
The financial regulators may also opt to ease regulations regarding capital for REIT companies and how they manage portfolios. This could make it easier for REITs to attract investments and retrieve funds poured into projects.
기업도시는 민간기업이 주도해 제조·연구개발(R&D)·관광 등의 기능과 함께 주거·교육·의료 기능을 갖추도록 개발하는 자족도시다.
정부 관계자는 "기업도시의 경우 의견 조율 필요성이 있어 이번 회의에서 논의되지 않을 수도 있다"고 전했다.
The government could also expand the scope of non-work-related real estate acquisitions by insurers so they could invest in hotels. At present, there are no clear rules regarding insurers'
investment in hotels, preventing such firms from making commitments in this sector. (Yonhap)
